Today we await the "Mid-Term Fiscal Policy Review" from Finance Minister Tendai Biti. I actually don't expect anything coherent from Biti because his past "reviews" haven't been consistent and lacked substance. This time I don't expect anything different. These reviews and the budget statements are what Biti terms his "Fiscal Policies". There isn't direction, whatsoever, in the aims of his policies. That is, what he's trying to achieve and how his policy prescriptions are going to achieve that. All this points to a lack of depth in theory applicable to our conditions.
Let's wait & see the actual presentation and then we will have to analyse the details. From then onwards the debate continues.
